I have the honour to refer to 01

Excellency's corrinicution of the 16th. ultimo, with

reference to the c.se of Ling, Tou, accused of partic-

iption in the murder of two Indian Police officers in

the new territories of the Colony of Hongkong.

It is therein con'nded that, whereas the mon

was arrested within the Hsin-an District and is a Chinese

subject, so far from there bing a Treaty obligation to

hand him over to the Colonial authorities for trial, he

should, in terms of the Treaty, be dealt with by the Hein-

an Magistrato.

A few rem rks are added with regard to th: lon-

iency of British judicial procedure, as compared with

Chinese mothods of justice.
